The Black Country Cluster was formally established on 1 April 2011 and brought together, under a single senior management structure, four Primary Care Trusts – Dudley, Sandwell, Walsall and Wolverhampton City.
The Cluster has two main roles:
Securing resilience, leadership and continuing delivery: To ensure that its constituent PCTs have the management capacity in 2011-12 and 2012-13 to remain focussed on priorities for planning, developing and delivering safe, high quality healthcare services for local people, and to provide leadership for the staff who have to deliver this vital work.

Sandwell PCT serves a local registered population of approximately 320,000 and enables people in Sandwell to access healthcare, treatment and advice, health promotion advice and guidance and support for carers.
Doctors, dentists and pharmacists have contracts with the Primary Care Trust to provide the local population with the healthcare they need. Its 1,300 staff offer a range of services to Sandwell’s increasingly diverse population, including community nursing, health visiting, physiotherapy and speech and language therapy amongst others.
The Primary Care Trust covers the cost of any hospital treatment, medicines or tests people might need and it also pays for mental health and some social care services provided by Sandwell Mental Health NHS and Social Care Foundation Trust.
Local residents have access to 63 doctor’s surgeries, 76 pharmacies, 44 dental surgeries and 49 opticians.
The biggest providers of hospital services are Sandwell and West Birmingham Hospital Trust and Dudley Group of Hospitals Foundation Trust.
The Primary Care Trust also has a responsibility to prevent people becoming ill in the first place and to improve health and wellbeing so they are able to live longer, healthier lives. The Primary Care Trust works with many different organisations to do this.

Wolverhampton City Primary Care Trust (PCT) is a statutory organisation created in April 2002. The PCT is responsible for:
• Improving the health and well-being of the community
• Commissioning a comprehensive and equitable range of high quality responsive and efficient services
• Providing high quality services
• Integrating health and social care The PCT provides community healthcare such as school nursing, district nursing, health visiting, learning disability services, mental health, contraception and sexual health, hearing services, chiropody, rehabilitation, dental care, addiction services, speech and language therapy, physiotherapy and occupational therapy.
